I don't see a reference to a second placard? also, there is no external wire to pull to release the stairs outside. none I'm aware of.

What makes sense to me is the agent made an error of the testing date. they seemed to have evidence of the placard being outside but that doesn't make sense either.

Prior to the January testing the Air Force was going to jump from the plane. I'm not sure on the date but it was 1971. we do have evidence they went back into the plane several days later to look behind the panels in the stairwell to see if Cooper could of hid behind them.

Page 331 in Part 42 discusses a placard being sent to NWO in Minneapolis. The details state a logger found the placard in North Skamania County on May 2, 1979.

Then, on pages 416 and 417 in Part 42 it discusses the results of that NWO analysis whereby it is determined to be 99% likely from DBC's jet.

I think what we have here is yet another example of sloppy work on the part of the FBI.

I believe the FBI was told that the placard was outside of the jet meaning it was beyond the bulkhead door. This also makes sense considering the NWO person who analyzed the placard seemed amazed that the placard could hold-up so well after 8 years. Well, obviously if it was literally attached to the outside of the fuselage, the placard would be subject to all kinds of abuse by the elements much worse than lying on the forest floor.

It has to be relevant if it came from 305 with 99% certainty.

I think this is likely a mistake on the FBI in their report and that it is the Hicks placard that is actually being discussed here.

Yes as far as the placard was concerned outside of a newspaper article clip on page 330. Also, there was some small reference to the placard from the Royal Globe Insurance Company...they wanted to know what was going on.
