I'm a fresh set of eyes.  I haven't looked at this evidence at all.  I got pulled into this DB Cooper thing, I didn't pursue it.

Tosaw was an active agent who either dragged the river from T-Bar down to Portland, from roughly 1980 to near his death in 2009 give or take a few years. He changed his approach three times according to his own testimony, forced to change he said due to 'new information'. That's almost three decades looking for Cooper artifacts in the Columbia in a defined area!  He found nothing. He believed the money at Tina Bar was put there by the dredging in 1974. He thought Cooper had to have landed in the river on or near Hayden Island. Part of his rationale for that was conversations he supposedly had "with the pilots" ! He said Rataczak actually told him the "oscillations" went on for a full ten minutes before the 'bump' and Cooper jumping. Another person who claims to have talked to Ratzck recently says he got the same exact information from Rataczak, recently in 2019!

Tosaw searched this area of the Columbia for almost three decades, in addition to other knowledgeable people searching also! ... and nobody except for the Ingrams found anything related to the Cooper case. If Cooper landed in this area, is the Columbia self-cleaning and removes evidence quickly, somehow? 

Tell us about the dynamics of the Columbia and what happens to stuff dropped into it!    And where does one look for that stuff if Hayden Island is the start point?

Yes. A number of pages from what we call the Palmer report were released today by Flyjack, in somewhat consecutive order. Some pages are missing. Some reports are missing. Some lab report references are missing. The Palmer Report Tom and I received ended with the Palmer strata graph and that is included ... so part of the Palmer Report is now public material. Maybe the rest will follow in the next FOIA release - who knows! 

I urge people to wait before commenting like experts - until the WHOLE PALMER REPORT is released. Obviously some will not take that advice but will immediately rush to judgement like Flyjack is doing at DZ.   

Why you may ask? Because the Palmer Report in its entirety is a composite of independent documents, well ordered and consecutive, which do not necessarily agree with each other! Moreover, Palmer is not even consistent but changes his views, in one sections vrs. the next! Flyjack always jumps in with both feet before even having all of the evidence on the table - things he is saying or proclaiming today are premature, and some just plain idiotic! Wait for the whole document before writing your book on the Palmer Report!  :rofl:

Georger, maybe you can take a peak at FOIA #43 on the FBI Cooper Vault and see if the entire Palmer report is in there... There are a lot more pages than Flyjack is posting....

Thanks! I have the file. Let me review it. I already see part of the Palmer Report in this file. ... will comment later. 

If they have released the full report that ends all controversy about publishing it.

The newspaper story is baloney.  You can put his "Japanese watch" navigation instrument in the same category as the "navigation underwear" instrumentation supposedly worn by another Cooper luminary.

Can anyone read the issue series for that $20.00 bill?  If so, is it one of the three series that were in the loot?

The recent files should finally put to rest the notion that bills were found 3 feet deep. Palmer clearly states that all of the money found was within the top 6" to 8" layer. Big surprise. Also, to the extent that the newspaper reporting is accurate, the rest of the bill debris was found within a "3 foot radius" of the original money find spot. Again, big surprise.

No 3-feet deep bills. No "wide and deep shard field."

Finally, we now know that Palmer's identified "clay layer" was not the 1974 dredge. Rather, it is a natural layer that runs the length of the beach. In other words, the money did not arrive after 1974. In fact, the money arrived almost immediately after the skyjacking and rotted away--rubber bands intact--for 8 years.
