According to the new owners the aft stairs are in perfect working condition?

There’s clearly no “springboard action” here. There’s no way aft stairs like this could cause any oscillations or pressure bump.

They are not operating correctly in the video. the spring board action appears to be taken a little too far. they only go up and bounce a little coming back down..

For there to be a pressure bump, there had to be rather significant bounce back. That doesn’t appear to be possible with those stairs.

Shutter:
Trying to test them on the ground isn't going to help any. wind loads are forceful, very forceful and damaging. we see this with Hurricanes. the video still capture the stairs almost closing even with the hydraulics pushing down.
